If your federal student loans are showing a forbearance status, it’s because one of four things happened: your servicer paused billing on its own to handle an administrative task, you qualified for a mandatory pause tied to your job or service, you asked for a general hardship pause, or a policy change or court order swept your account into forbearance along with millions of others. The reason matters, because in most cases interest keeps accruing while you’re paused, and the months rarely count toward Public Service Loan Forgiveness or income-driven repayment forgiveness.
Your Servicer Paused Billing Without Asking You
The Department of Education allows servicers to place accounts into “administrative forbearance” when something behind the scenes makes normal billing impractical.1eCFR. 34 CFR 685.205 — Forbearance You didn’t request it and you may not have been warned. A few common triggers:
- Your loan was transferred from one servicer to another, and the incoming servicer needs time to set up your account, verify your balance, and establish a payment schedule.
- The servicer is correcting an internal error, such as a misapplied payment, a wrongly granted deferment, or an interest miscalculation, and doesn’t want to bill you an inaccurate amount while records are being fixed.
- The servicer is gathering documentation to process a request you submitted, such as a deferment, a repayment plan change, or a consolidation. This kind of processing forbearance can last up to 60 days, and interest that accrues during that window is not capitalized.1eCFR. 34 CFR 685.205 — Forbearance
Administrative forbearance ends as soon as the underlying task is complete. If you see one on your account and you haven’t asked for anything, log in to your servicer’s portal or call and ask what triggered it. Sometimes the answer is a routine transfer; sometimes it’s an error the servicer is quietly fixing.
You Applied for an Income-Driven Repayment Plan
When you apply for an income-driven repayment (IDR) plan, your servicer needs time to verify your income and family size before setting your new monthly payment. To keep you from missing a payment at the old amount while that review runs, the servicer places your account in administrative forbearance for up to 60 days.1eCFR. 34 CFR 685.205 — Forbearance If your paperwork is incomplete, the review can run longer. Once your new payment is calculated, the account moves back into active repayment. This processing forbearance is treated as its own category and does not count against the three-year cumulative cap on general forbearance.2Federal Register. You Applied for a Direct Consolidation Loan
Consolidation takes several weeks. During that window, your original loans are being paid off and replaced with a new consolidated loan, so the servicer puts the originals into forbearance so you aren’t billed on debts that are about to close out. The forbearance clears once the new consolidated loan is established and its first billing cycle is set.
You Qualified for Mandatory Forbearance
Some borrowers are entitled to forbearance by law once they submit the right documentation. Your servicer must grant it. The main categories:
- Medical or dental residency. If you’re in an internship or residency program leading to a degree or certificate from a qualifying institution or health care facility, you qualify with certification from a program official.1eCFR. 34 CFR 685.205 — Forbearance
- National Guard active state duty. If you’ve been called to active state duty for more than 30 consecutive days but don’t qualify for a military service deferment, submit a copy of your orders.3eCFR. 34 CFR 682.211 – Forbearance
- AmeriCorps service. Approved AmeriCorps positions qualify under the National and Community Service Trust Act of 1993. After you complete your term, AmeriCorps can also pay a portion of the interest that accrued during service through the National Service Trust.4eCFR. 45 CFR 2525.330 — What Steps Are Necessary for AmeriCorps to Pay Interest That Has Accrued on a Qualified Student Loan in Forbearance
- Department of Defense Student Loan Repayment Program. If you qualify for partial repayment through the DoD program, forbearance covers you while those payments process.5Federal Student Aid. Student Loan Forbearance
- Teacher Loan Forgiveness. Teachers completing the required five consecutive years at a qualifying low-income school can request forbearance on the portion of debt expected to be forgiven.
Mandatory forbearances are granted in periods of up to 12 months and can be renewed for as long as you meet the conditions.5Federal Student Aid. Student Loan Forbearance Keep paying until your servicer confirms the request has been approved.
You Requested General Forbearance for Hardship
General forbearance is different. It’s discretionary, meaning your servicer reviews the request and decides. You can apply if you’re dealing with financial difficulty such as unexpected medical costs or job loss, or if your total federal student loan payments equal or exceed 20% of your monthly gross income.1eCFR. 34 CFR 685.205 — Forbearance
General forbearance is granted in periods of up to 12 months at a time, and there is a lifetime cap of three years.5Federal Student Aid. Student Loan Forbearance Once you’ve used your three years, this route is closed. Administrative and mandatory forbearances follow separate rules and don’t count against the three-year limit.
If your hardship is long-term, an income-driven plan will usually serve you better. IDR payments can be as low as $0 per month, and those months count toward forgiveness. Most forbearance months don’t.
Policy Changes and Court Orders (Including SAVE)
Sometimes millions of borrowers are placed in forbearance at once with no action on their part. The current example is the Saving on a Valuable Education (SAVE) plan. Legal challenges produced court-ordered injunctions that halted collections on SAVE borrowers, and the Department of Education moved those accounts into administrative forbearance while the litigation continued.
In December 2025, the Department announced a proposed settlement with the State of Missouri that would end the SAVE plan. Under the terms, the Department agreed to stop enrolling new borrowers, deny pending applications, and transition SAVE borrowers into other repayment plans.6U.S. Department of Education. U.S. Department of Education Announces Agreement with Missouri to End Biden Administration’s Illegal SAVE Plan Borrowers whose loans sat in SAVE-related forbearance were notified that interest would begin accruing again as of August 2025 and were encouraged to pick a new plan.
A new income-driven option called the Repayment Assistance Plan (RAP), created by the One Big Beautiful Bill Act, is expected to be available by July 1, 2026.6U.S. Department of Education. U.S. Department of Education Announces Agreement with Missouri to End Biden Administration’s Illegal SAVE Plan If your loans are currently paused because of the SAVE litigation, contact your servicer about moving to an active repayment plan rather than waiting. Each month in forbearance is a month where interest grows and forgiveness credit generally doesn’t accumulate.
A Note on Private Student Loans
The rules above cover federal loans. Private lenders are not required by law to offer forbearance, and when they do, the terms come from your loan agreement rather than federal regulation.7Consumer Financial Protection Bureau. What Is Student Loan Forbearance Private forbearance is often capped at 12 months total over the life of the loan and granted in short increments. Before agreeing to a private forbearance, the CFPB recommends asking whether there’s a sign-up fee, whether interest continues to accrue, and whether accrued interest capitalizes when the pause ends. If you carry both federal and private loans, confirm which set is actually paused.
What Forbearance Costs You
Interest Keeps Accruing
The main financial cost is that interest continues on all your federal loans, both subsidized and unsubsidized, the entire time you’re in forbearance.8Federal Student Aid. Subsidized and Unsubsidized Loans This is different from deferment, where the government pays interest on subsidized loans. In forbearance, you’re responsible for all of it.9Federal Student Aid. Whether that accrued interest gets added to your principal (capitalized) depends on your loan type and the reason the forbearance ended. Recent rules have narrowed the list of capitalization triggers for Direct Loans held by the Department, though certain events, such as failing to recertify income on an IDR plan, still cause it.10Nelnet – Federal Student Aid. Interest Capitalization You can make interest-only payments during forbearance to keep the balance from growing, and doing so can save a meaningful amount over the life of the loan.
Most Forbearance Months Don’t Count Toward Forgiveness
For Public Service Loan Forgiveness, most forbearance types don’t count toward the 120 qualifying monthly payments. The narrow exceptions are AmeriCorps forbearance, National Guard Duty forbearance, DoD Student Loan Repayment Program forbearance, and certain administrative forbearances tied to national emergencies or documentation processing.11Federal Student Aid. There’s one important exception. Under the Department’s payment count adjustment, borrowers with 12 or more consecutive months of forbearance, or 36 or more cumulative months, will have those periods automatically credited toward PSLF and IDR forgiveness.11Federal Student Aid. Public Service Loan Forgiveness This was designed to help borrowers who were steered into forbearance when they could have been making qualifying payments. Shorter forbearance histories may still be reviewable, but the process isn’t automatic.
The new Repayment Assistance Plan extends the IDR forgiveness timeline to 30 years, so lost months matter even more for borrowers moving onto RAP.
What Shows Up on Your Credit Report
Federal servicers report your status monthly. Forbearance itself is flagged with a special comment code and is not reported as a delinquency, so your account won’t show as past due simply because it’s paused. The indirect effects still exist: accrued interest raises your total balance, which can push up your debt-to-income ratio when future lenders evaluate you. And if you were already 90 or more days past due before entering forbearance, that delinquency stays on your report.12Federal Student Aid. Should You Stay in Forbearance or Switch
A brief administrative forbearance while paperwork processes is usually harmless. Years of general forbearance when you could be making $0 IDR payments can cost thousands in interest and years of forgiveness credit.
If you qualify for an economic hardship or unemployment deferment, that’s often a better route because the government covers interest on subsidized loans during most deferment periods.8Federal Student Aid. Subsidized and Unsubsidized Loans Income-driven repayment is the other strong alternative: payments can go as low as $0 based on income, months in IDR count toward forgiveness, and if you work for a qualifying public service employer, they also count toward PSLF.
Before accepting or extending forbearance, ask your servicer to walk you through the alternatives given your loan types, your income, whether you’re pursuing forgiveness, and how long you actually need relief. If your account is already in forbearance and you didn’t put it there, ask why, ask when it ends, and ask what happens to the interest that accrued while it was paused.
