Education and Counseling Are Not the Same Thing

HUD draws a clear line between two services, and your loan program may require one, the other, or both.

The distinction has money attached to it. On a Fannie Mae HomeReady loan, borrowers who complete housing counseling (not just education) with a HUD-approved agency may qualify for a $500 loan-level price adjustment credit, but only if the counseling happens before you sign a purchase contract. Complete a group education course instead and you satisfy the loan’s requirement but miss the credit. Which Mortgage Programs Require a Course

Not every mortgage requires it. Standard FHA loans, for instance, have no education mandate. But several of the most popular low-down-payment and assistance programs do.

Fannie Mae Conventional Loans

Fannie Mae requires homeownership education when all borrowers on the loan are first-time buyers. Education is also required on any purchase loan with a loan-to-value ratio above 95 percent, regardless of first-time status. Freddie Mac Conventional Loans

At least one occupying borrower must complete education when all occupying borrowers are first-time homebuyers. Education is also required when every borrower’s credit is established using only noncredit payment references. Completion must happen before the note date.5Freddie Mac. USDA Direct Loans

Down Payment Assistance Programs

Most state and local down payment assistance programs require a certificate, a counseling session, or both. Some accept any HUD-approved agency’s certificate; others require a designated provider. Confirm with your program administrator before enrolling.

What the Course Covers

Expect to spend several hours on budgeting for a mortgage payment, reading and improving your credit report, comparing loan types and interest rates, estimating closing costs, and working with real estate agents. You’ll also cover how to evaluate a property, what a home inspection reveals, and the post-purchase realities of property taxes, homeowners insurance, and routine maintenance. A meaningful portion of the curriculum focuses on recognizing financial trouble early and understanding your options before foreclosure becomes a real threat. How to Find an Approved Provider

Start with HUD’s Housing Counseling search page. You can search by zip code or state and filter results by distance within 10, 25, or 50 miles.8HUD.gov. Before you enroll, check two things with your lender. Does your loan program require group education, individual counseling, or both? And is the provider you’ve chosen on your program’s accepted list? Some down payment assistance programs and Housing Finance Agencies only accept certificates from designated providers, and enrolling in the wrong one means starting over.

Online Options

If an in-person class doesn’t fit your schedule, several online platforms meet HUD guidelines. Fannie Mae’s HomeView is a free, self-paced course in English and Spanish that works on desktop, tablet, or phone. Framework and eHome America are popular with Housing Finance Agencies and down payment assistance programs. They typically charge $50 to $100 per borrower and can run up to eight hours. Confirm with your lender or program administrator before paying, because a certificate from the wrong platform won’t count.

One caveat on any self-paced online option: if your program requires individual housing counseling with a personalized action plan, an online education course won’t satisfy that requirement. What It Costs

Federal rules cap what HUD-approved agencies can charge at “reasonable and customary” levels, and an agency cannot turn you away if you can’t afford the fee. They must provide services free of charge in that situation, post their fee schedule prominently, and disclose costs before services begin. In practice, courses range from free to around $125 depending on provider and format. Fannie Mae’s HomeView costs nothing. Some state Housing Finance Agencies offer courses at no charge, and down payment assistance programs sometimes waive the fee.7FDIC. When to Complete It

Start early. Fannie Mae and Freddie Mac both require education to be finished before the note date, meaning the day you sign your mortgage documents.5Freddie Mac. If you want the $500 Fannie Mae housing counseling credit on a HomeReady loan, the counseling must happen before you enter a purchase contract, not just before closing.3Fannie Mae. Homeownership Education The practical move is to finish while you’re still getting pre-approved, so one fewer thing competes for your attention once inspections and appraisals are underway.

Your Certificate After You Finish

Your provider issues a certificate of completion, and your lender keeps a copy in the loan file as proof you’ve met the requirement.4Fannie Mae. Homeownership Education and Housing Counseling

How Long It Lasts

HUD doesn’t set a universal expiration date. The issuing agency decides whether the certificate expires, and your lender or program administrator decides what age they’ll accept. In practice, most lenders want a certificate no more than 12 to 24 months old. If yours is aging out before closing, contact the issuing agency. If You Switch Lenders

Your certificate generally travels with you. The requirement comes from the loan program (HomeReady, Home Possible, a down payment assistance program), not from a specific lender, and the provider must be independent of the lender anyway.4Fannie Mae.
