What Is a Bank Holiday? Delays, Deadlines, and Payday Effects

A bank holiday is a day when the Federal Reserve closes its payment processing systems, which pauses ACH transfers, wire transfers, and check clearing between banks until the next business day. The Federal Reserve observes 11 bank holidays each year, and almost every commercial bank in the country follows the same calendar because their transfer infrastructure depends on Federal Reserve services. Your branch is closed, but ATMs, mobile apps, and transfers between accounts at the same bank generally keep working.

When a holiday lands on a Sunday, Federal Reserve offices close the following Monday, and that Monday becomes the bank holiday for payment purposes. When a holiday lands on a Saturday, Federal Reserve Banks stay open the preceding Friday, so payments still process that Friday even though the Board of Governors offices close.1Federal Reserve Board. One date worth flagging for tax filers is District of Columbia Emancipation Day on April 16. The IRS recognizes it even though it isn’t on the Federal Reserve’s calendar, and it can push the national April tax deadline for everyone.2Internal Revenue Service. Publication 509 – Tax Calendars

How a Bank Holiday Delays Your Money

In banking, a “business day” means Monday through Friday, excluding federal holidays. Any transfer sitting in the queue when a holiday starts stays there until the payment system reopens.

ACH Transfers

The Automated Clearing House network handles direct deposits, bill payments, and most bank-to-bank transfers you set up online. It processes transactions around the clock on business days but only settles them when the Federal Reserve’s settlement service is open, and that service is closed on federal holidays and weekends.3Nacha. The ABCs of ACH If you send an ACH transfer late Wednesday before a Thursday holiday and miss the final settlement window, it won’t settle until Friday.

Wire Transfers

The Fedwire Funds Service, which moves real-time wires of up to just under $10 billion per transaction, operates Monday through Friday excluding Federal Reserve holidays. When Fedwire is closed, wires do not go through. International transfers that route through U.S. dollar clearing stall for the same reason if any bank in the chain observes the holiday. The Federal Reserve has announced plans to expand Fedwire and National Settlement Service hours to include Sundays and weekday holidays, with implementation expected in 2028 or 2029.4Federal Register. Check Clearing

Check clearing depends on the National Settlement Service, which also closes on Federal Reserve holidays.5Federal Reserve Board. What Still Works on a Bank Holiday

Your branch lobby is closed, but most other channels keep running. ATMs dispense cash and take deposits. Mobile apps and online banking let you check balances, view transactions, and schedule payments. Transfers between two accounts you hold at the same bank usually go through instantly, because they don’t need interbank settlement.

Funds deposited at an ATM during a holiday follow standard availability rules, but the clock starts on the next business day. Deposits at your own bank’s ATM generally must be available by the second business day; deposits at another bank’s ATM must be available by the fifth business day.6Consumer Financial Protection Bureau. The FedNow Service, launched by the Federal Reserve in 2023, moves payments in seconds, 24 hours a day, seven days a week, including bank holidays. If both your bank and the recipient’s bank participate, the transfer settles instantly no matter the day.7Federal Reserve Financial Services. Payday and Bill Due Dates That Fall on a Holiday

When a scheduled payday lands on a bank holiday, the standard industry practice is to deliver direct deposits on the preceding Friday. Bill payments scheduled for a holiday, by contrast, are collected on the next business day. Both conventions favor the employee or consumer.3Nacha. The ABCs of ACH

If you run payroll, your ACH file has to hit the Federal Reserve before the cutoff for that week. The Fed publishes a FedACH holiday schedule with specific submission deadlines: for most Monday holidays, the final processing window closes early Saturday morning of the preceding weekend, and for mid-week holidays the cutoff is usually late the night before.8Federal Reserve Financial Services. One thing federal labor law does not do is require holiday pay. The Fair Labor Standards Act does not mandate paid holidays, premium pay for working a holiday, or time off. A few important deadlines automatically move when they land on a holiday, and knowing this can save you from a penalty.

Tax Deadlines

If a federal tax filing or payment due date falls on a Saturday, Sunday, or legal holiday, the IRS treats it as timely as long as you complete it by the next day that isn’t a weekend or holiday. Credit Card Payments

Under the Truth in Lending Act, if a card issuer doesn’t accept mailed payments on your due date because of a holiday closure, a payment received the next business day cannot be counted as late.10eCFR. 12 CFR Part 226 – Truth in Lending, Regulation Z That protects you from late fees and negative credit reporting when the due date falls on a bank holiday.

Court Filings

Under Federal Rule of Civil Procedure 6, when a filing deadline falls on a Saturday, Sunday, or legal holiday, it rolls to the next day that isn’t one of those. Emergency Bank Holidays

The phrase “bank holiday” also has a rarer meaning: an emergency closure declared by the President. The Comptroller of the Currency can also declare emergency closures for national banks and federal savings associations when disasters or infrastructure failures make operating unsafe, and individual banks can close temporarily on their own during an emergency as long as the Comptroller has not directed them to stay open.14eCFR. 12 CFR Part 7, Subpart C – National Bank and Federal Savings Association Operations These emergency closures are the exception; the 11 scheduled holidays each year are what actually shape when your money moves.
