Why the Shortage Happened
Your escrow account runs on projections. Each year Wells Fargo estimates what your taxes and insurance will cost for the next twelve months, divides that by twelve, and collects it alongside your principal and interest. When the actual bills come in higher than the estimate, the account runs short.
Property tax increases are the most common cause. A county reassessment that raises your home’s appraised value, a millage rate hike, or a voter-approved school levy can all push the bill above what Wells Fargo budgeted. Homeowner’s insurance is the other usual driver. Carriers have been raising premiums in response to inflation and climate-related risk, and a single rate increase of a few hundred dollars is enough to trigger a shortage on its own.
One thing that looks like a shortage but isn’t: a supplemental tax bill after a home purchase or new construction. The account history shows your opening balance, the monthly deposits collected, and every disbursement made for taxes and insurance. Compare the actual disbursement amounts against the projections from last year’s statement. If the tax disbursement jumped, your county raised your bill. If the insurance disbursement is higher, your carrier raised your premium. Knowing which cost drove the shortage tells you where to focus.
Then check the projection for the coming year, because those numbers set your new monthly payment. Verify the projected tax amount against your county’s most recent official tax bill. Verify the projected insurance premium against the renewal declaration page from your carrier. If either projection is higher than the actual bill, the payment increase is inflated and worth disputing.

Federal regulation gives you and the servicer specific choices, and the choices vary a little with the size of the shortage.
Shortages of One Month’s Escrow Payment or More

Shortages Under One Month’s Escrow Payment

If the Account Actually Went Negative
If Wells Fargo advanced its own funds to pay your bills and your balance is negative, that’s a deficiency rather than a shortage, and the repayment rules are stricter. For deficiencies under one month’s escrow payment, Wells Fargo can require repayment within 30 days or spread it over two or more monthly payments. What Happens if You Ignore It
Doing nothing is not neutral. Wells Fargo defaults to the installment plan and raises your monthly payment. If you keep paying the old amount, the difference accumulates as past-due, which can trigger late fees and eventually push the loan into delinquency. Disputing the Calculation
If the numbers on your statement don’t match your actual tax bill or insurance renewal, you have the right to force Wells Fargo to investigate. The formal tool is a Notice of Error under federal regulation.
Write a letter that includes your name, loan number, and a clear explanation of which line item is wrong. If Wells Fargo projected $4,200 for property taxes but the county’s official bill is $3,800, say exactly that and attach a copy of the county bill. If the insurance projection doesn’t match your carrier’s renewal declaration, include that page. Specificity matters. Wells Fargo must acknowledge receipt within five business days. The servicer then has 30 business days to either correct the error or explain in writing why no error occurred. Keep making your mortgage payments while the dispute is open. Filing a Notice of Error doesn’t pause your obligations, and falling behind during a dispute creates a second problem that complicates the first.
When the Servicer Caused the Shortage
Sometimes the shortage isn’t from a tax or insurance increase at all. It’s from Wells Fargo paying the wrong amount, paying late, or missing a deadline. How to Reduce Future Shortages

Challenge the Property Tax Assessment
County assessors mail valuation notices before the tax rate is applied. If the assessed value looks high compared to recent sales of similar homes nearby, file an appeal. Deadlines vary widely. Some counties give you as little as 30 days from the notice date, others allow several months. Check the assessor’s website for the window and the forms. Shop Insurance Every Year
