The stronger and faster your evidence package, the better your odds — but only certain claim types are covered, and knowing which ones are not is half the battle.
Know Which Process You’re In
Two different processes can pull money out of your account, and they run on different rules and different clocks.
A PayPal dispute stays inside PayPal. The buyer opens a case in the Resolution Center, you and the buyer can message each other, and if it escalates to a claim, PayPal reviews the evidence and decides. Claims usually resolve in about 30 days.1PayPal. What Does Dispute Transaction Mean
A chargeback skips PayPal. You still submit evidence through PayPal, but the card issuer makes the final call, and the process can run 30 to 150 days depending on the card network and whether it goes to arbitration.1PayPal. The takeaway: resolving a problem at the PayPal dispute stage, before it becomes a bank chargeback, is faster and cheaper. Once the bank is involved, PayPal is a messenger, not the decision-maker.
The Deadline That Decides Most Cases
When a buyer opens a dispute, you have a 20-day window in which the two of you can work things out. If nobody escalates, it closes automatically. Treat every dispute notification as a 10-day clock. Log in the same day, read the buyer’s reason for the dispute, and start pulling records.
You can also offer a partial refund through the Resolution Center. The buyer has 10 days to accept or decline before the offer expires.4PayPal. Evidence That Actually Wins
Every dispute comes down to what you can prove. PayPal wants specific documentation, and it has to line up with the Transaction Details page in your account.
Proof of Shipment
Proof of shipment is documentation from a shipping company showing the date the item was shipped and the recipient’s address. The address on that receipt must match the address on the Transaction Details page for the payment.5PayPal. Proof of Delivery
For an “Item Not Received” claim, the bar is higher. You need an online, verifiable tracking number showing “delivered” status, a delivery date, and a recipient address that matches at least the city and state (or zip code) on the Transaction Details page.6PayPal. Signature Confirmation
PayPal’s signature rule changed on January 26, 2026. For transactions before that date, signature confirmation was mandatory on orders over $750. On a $750 order, the extra shipping cost is trivial next to losing the whole sale plus a fee.
Supporting Records
Round out the file with:
- Transaction IDs and internal order logs matching the PayPal record.
- Any pre-sale or post-sale messages with the buyer.
- Screenshots of the original listing: description, photos, specifications.
- Documentation of any refund already issued, with amount and date.
Digital Goods

What Seller Protection Actually Covers

Excluded outright, no matter how good your paperwork: real estate, vehicles (cars, motorcycles, boats, aircraft), business investments, industrial machinery, anything violating PayPal’s Acceptable Use Policy, and — the one that catches most sellers — any claim that an item is “Significantly Not As Described.”8PayPal. Filing Your Rebuttal
Log in to PayPal, go to the Resolution Center, and open the case tied to the disputed transaction. Choose the option to provide evidence, then upload your files: shipping receipts, tracking screenshots, signature logs, listing screenshots, message history.5PayPal. For PayPal claims, PayPal reviews and decides, usually within about 30 days.9PayPal. Fighting “Significantly Not As Described” Claims
These are the hardest to win because Seller Protection does not cover them at all.8PayPal. What Is PayPal Seller Protection You bear the full financial risk on the outcome, and your defense depends almost entirely on what you did before the sale.
Your strongest evidence is the listing itself: multiple detailed photos, honest disclosures of condition or defects, accurate specifications. Screenshot the listing as it appeared at the time of purchase. If the buyer asked you questions before the sale about size, color, functionality, or condition, include those messages in your response. The argument you are making is simple: the buyer received exactly what was described and pictured.

Fees You’ll Pay Either Way
Fees apply whether you win or lose. If the buyer went straight to their card issuer, the chargeback fee is $20 per transaction. If the buyer filed inside PayPal, the standard dispute fee is $15, and sellers with a high volume of disputes pay $30.11PayPal. PayPal Merchant Fees
A pattern of disputes brings account-level consequences too. PayPal may place a rolling reserve — holding a percentage of your incoming payments for a set period — based on factors like your industry’s chargeback likelihood and how many claims your account is generating. One note on filing windows: buyers have up to 180 days from payment to open an “Item Not Received” dispute. For “Significantly Not As Described,” it’s 30 days from delivery or 180 days from payment, whichever comes first.13PayPal. Preventing the Next One
Winning a dispute is harder than avoiding one. A few practices carry most of the weight:
- Ship promptly and use tracking on every order. Late shipments and missing tracking are the main reasons sellers lose “Item Not Received” cases.
- Require signature confirmation on high-value orders. A delivery signature is very hard for a buyer to challenge.
- Write accurate product descriptions. Overpromising fuels “Significantly Not As Described” claims, which Seller Protection will not save you from.
- Communicate proactively. If an order will be delayed, tell the buyer before they open a case. A lot of disputes start because the buyer couldn’t reach the seller.

- Use PayPal’s fraud screening tools. Address Verification Service (AVS) and CVV matching flag orders where the billing address or security code doesn’t match the card.
PayPal also sells paid opt-in Chargeback Protection and Effortless Chargeback Protection for business accounts using its Advanced Debit and Credit Card checkout. On eligible Unauthorized Transaction and Item Not Received chargebacks, PayPal waives the fee and doesn’t debit the disputed amount, up to a monthly loss cap.
