To dispute a PayPal charge, open a case in PayPal’s Resolution Center within 180 days of the payment date, provide your evidence, and, if the seller won’t resolve it, escalate the dispute to a claim so PayPal decides the outcome. Filing costs you nothing, and if the charge was unauthorized or you paid with a credit card, you have additional protections under federal law that run on their own clocks.
Charges You Can Dispute Through PayPal
PayPal’s Purchase Protection covers two main problems with a purchase. The first is an item you paid for that never arrived. The second is an item that showed up but is significantly not as described, meaning you got the wrong product, a counterfeit, something in worse condition than the listing claimed, fewer items than you ordered, an item missing major parts that weren’t disclosed, or something damaged in shipping.1PayPal. Unauthorized transactions — payments made from your account without your permission — use a separate reporting path with its own liability rules. Billing errors like duplicate charges are also disputable, and those fall under federal electronic fund transfer protections.
Some things Purchase Protection does not cover. Real estate, vehicles, industrial machinery, and payments sent through the friends and family option are all excluded.1PayPal. PayPal’s Purchase Protection Program The friends and family exclusion is the common trap: if a seller talks you into sending money as a personal payment to skip fees, you give up your right to dispute the charge if the deal goes bad.
How Long You Have to File
Your deadlines run from the payment date, not the day you noticed the problem.
- Item not received: 180 days from the payment date.
- Significantly not as described: 30 days from the delivery date or 180 days from the payment date, whichever comes first.1PayPal. PayPal’s Purchase Protection Program
The 30-day delivery clock is the one that catches people. Open the box when it arrives, inspect it, and test anything mechanical or electronic. If you wait three months to unpack a gift or a seasonal purchase, the window may already be closed.
For unauthorized charges and other billing errors, the Electronic Fund Transfer Act gives you roughly 60 days from the date your statement was sent to report the error and preserve your full protections.2Office of the Law Revision Counsel. 15 USC 1693f – Error Resolution
What to Gather Before You File
Pull everything together before you open the case so you can submit it all at once. You’ll need the transaction ID, which appears in the Activity section of your PayPal account, along with the purchase date and the total amount charged including tax and shipping.3PayPal Developer. The evidence that helps most depends on the type of problem:
- Item not received: order confirmation emails, tracking numbers from the carrier, and any messages you exchanged with the seller about delivery.
- Significantly not as described: screenshots of the original listing, photos of what actually arrived, and any third-party evaluation if authenticity is at issue.
- Billing errors: receipts showing the correct amount, statements showing the wrong one, and any prior attempts to resolve the issue with the seller.
Write a short factual account of what happened. Dates, tracking numbers, and observable defects carry more weight than general complaints.
Filing the Dispute in the Resolution Center
Log in to PayPal and open the Resolution Center from the “More” menu. Select “Report a Problem,” pick the transaction from your recent activity, and click “Continue.” Choose the issue type: item not received, item not as described, or billing error.
Enter the dollar amount in question, write your explanation, and upload your evidence files. Submit the case. PayPal notifies the seller, and both of you can message back and forth through the Resolution Center. There is no fee to you for opening a dispute.4PayPal. If the Charge Was Unauthorized
For a payment you didn’t make or authorize, the path is slightly different. On the web, go to the Resolution Center, click “Report a Problem,” select the payment, and choose “I want to report unauthorized activity.” In the mobile app, tap “Activity,” select the transaction, then tap “Report a Problem.”5PayPal. Report it as soon as you spot it. Under federal law, your maximum liability for an unauthorized electronic transfer is generally $50 if you report promptly. If you don’t report a lost or stolen access device within two business days of learning about it, your liability can rise to $500. Escalating a Dispute to a Claim
A dispute is a structured conversation with the seller. A claim is a decision by PayPal. If the seller isn’t responding or you can’t work it out, escalate.
Two rules control the timing:

To escalate, open the existing case in the Resolution Center and select the option to escalate to PayPal. Once you do, the seller loses the ability to resolve it directly with you and PayPal takes over the review.
What Happens After You Escalate
PayPal reviews the evidence from both sides and may ask you for more, such as receipts, a police report, or a third-party evaluation.1PayPal. Outcomes include a full refund to your original payment method, a partial credit, or a decision for the seller.
If PayPal rules in your favor on a “not as described” case involving a physical item, you’ll usually have to ship the item back. You have 10 days to return it and must give PayPal the tracking number and the shipping company name. Return shipping is your cost, so budget for it on heavy or oversized items. Appealing a Decision Against You
PayPal treats its initial decision as final, but you can appeal if you have new evidence that wasn’t available originally or if you believe there was a process error.1PayPal. Using a Credit Card Chargeback as a Backup
If you funded the PayPal payment with a credit card, you have a second track: a chargeback with your card issuer. It runs under separate rules and separate consumer protection laws.11PayPal US. What Does Dispute Transaction Mean
Under the Fair Credit Billing Act, you generally have 60 days from the date the first billing statement containing the error was sent to dispute the charge in writing with your card issuer. The issuer must acknowledge your dispute within 30 days and resolve it within 90 days, or two billing cycles.12Federal Trade Commission. Note the mismatch: the credit card window is 60 days, while PayPal’s is 180. If you think you might need to fall back on a chargeback, don’t wait for the PayPal process to fully finish before contacting your card issuer.
The Federal Backstop
Beyond PayPal’s own policies, the Electronic Fund Transfer Act sets baseline rules for resolving billing errors and unauthorized transfers involving electronic payments.13Office of the Law Revision Counsel. 15 USC Chapter 41, Subchapter VI – Electronic Fund Transfers When you report an error, the institution must investigate and report results within 10 business days.
