You can receive direct deposit without a bank account by using a reloadable prepaid debit card, the federal Direct Express card, an employer payroll card, or a mobile payment app like Cash App, PayPal, or Venmo. Each one gives you a nine-digit routing number and an individual account number that behave exactly like a bank’s, so an employer, the IRS, or a benefits agency can send money electronically the same way they would to a checking account. Once you register the card or verify your identity in the app, you hand those two numbers to whoever is paying you and the deposits start flowing.
Reloadable Prepaid Debit Cards
A reloadable prepaid card is the most widely available option. Cards from providers like Green Dot, NetSpend, and American Express Serve are sold at retail stores and online. You buy the card, register it with your name and Social Security number, and the issuer assigns you a routing number and account number you can hand to any payor. The card itself works like any Visa or Mastercard for purchases, ATM withdrawals, and online transactions.
Fees are the trade-off. Most prepaid cards charge a monthly maintenance fee, commonly in the $5 to $7 range, though some waive that fee if you set up recurring direct deposits. Beyond the monthly charge, the Consumer Financial Protection Bureau flags several fee categories to check before you commit: monthly fees, transaction fees, in-network and out-of-network ATM fees, and inactivity fees.1Consumer Financial Protection Bureau. What Types of Fees Do Prepaid Cards Typically Charge Inactivity fees can kick in after anywhere from 90 days to 12 months of no activity, and any transaction, balance check, or reload resets the clock.2Consumer Financial Protection Bureau. Employer Payroll Cards
Many employers offer payroll cards through a third-party financial institution as an alternative to paper checks. Ask HR during onboarding whether one is available. If it is, your wages land on the card each payday without you opening any separate account.
One protection to know: your employer cannot force you to accept wages exclusively on a specific payroll card. Federal rules allow an employer to require electronic payment, but you must be allowed to choose which financial institution receives your deposit. If the only electronic option on offer is a payroll card at one particular institution, the employer must also give you a paper check or let you pick a different account.5Consumer Financial Protection Bureau. Payroll cards carry fees similar to retail prepaid cards. Before accepting one, ask for the fee schedule and see how many free ATM withdrawals you get per pay period. A card that charges $2.50 per cash withdrawal eats into your check quickly.
Mobile Payment Apps
Cash App, PayPal, and Venmo all support direct deposit. Each assigns you a dedicated routing number and account number in the direct deposit section of your account settings once you verify your identity.6Cash App. Set Up Direct Deposit7PayPal. Identity verification is the gate. Cash App asks for your legal name, date of birth, and the last four digits of your Social Security number or Individual Taxpayer Identification Number, and it may also request a full SSN, a photo ID, or income verification.9Cash App. Why Do I Need to Verify My Identity PayPal and Venmo have similar requirements. If you don’t have a government-issued ID, an app may not be able to complete verification, and a prepaid card you can buy and register at a retail store is a better fit.
Setting Up the Deposit
Whichever option you pick, the setup is the same. You need two numbers: the nine-digit routing number that identifies the institution behind your card or app, and your individual account number.
On a prepaid card, those numbers are usually printed on the card carrier, available through the issuer’s website, or read to you by the number on the back of the card. In an app, they live in the direct deposit section of your settings. Write them down carefully or use the app’s copy function. Transposing one digit sends your money somewhere else.
For wages, fill out your employer’s direct deposit authorization form. The form asks for the institution name, your account type (most prepaid cards and apps classify as checking), the routing number, and the account number. If your employer doesn’t have a form, or if you’re setting up direct deposit for a federal benefit, the standard government version is SF-1199A.10General Services Administration. After you submit, the payor usually sends a test transaction called a prenote through the ACH network to confirm the numbers are valid, and ACH rules require at least three banking days between the prenote and the first real payment. Between employer processing and that verification window, expect your first deposit to take one to two weeks. Once it clears, every future payment arrives automatically.
Tax Refunds to a Prepaid Card or App
The IRS accepts direct deposit to prepaid cards and payment apps. Enter the routing and account numbers from your card or app in the refund section of your return. The IRS limits direct deposits to three refunds per year into the same account or prepaid card.12Internal Revenue Service. Direct Deposit Is the Best Way to Get a Federal Tax Refund
One rule that trips people up: the IRS expects the name on the account to match the name on the tax return. Don’t request a deposit into an account that belongs to someone else, even a spouse’s individual account.13Internal Revenue Service. Fees to Watch
Every non-bank option costs something. The categories to check before you sign up:
- Monthly maintenance: a flat fee taken from your balance whether you use the card or not, often waived if you set up recurring direct deposit.
- ATM withdrawals: in-network machines are usually cheap or free; out-of-network ones can run $1.75 to $3.00 per withdrawal, plus the ATM owner’s surcharge.
- Inactivity: after 90 days to 12 months without use, some issuers start deducting a monthly inactivity fee that drains the remaining balance.2Consumer Financial Protection Bureau. Will I Be Charged a Fee if I Don’t Use My Prepaid Card
- Cash reloads: adding cash at a retail location typically costs $4 to $6 per reload, charged by the reload network.
- Balance inquiries: some cards charge a small fee for ATM or phone balance checks, though online and in-app checks are usually free.
Mobile payment apps price things differently. Receiving direct deposit is free on Cash App, PayPal, and Venmo. Moving the money out instantly to a linked debit card usually costs about 1.5% to 1.75% of the amount; the standard one-to-three-business-day transfer is free. Over a year of biweekly pay, choosing instant every time adds up.
Your Protections
Prepaid cards and payment apps fall under the CFPB’s prepaid accounts rule, which extends Regulation E to these products. If someone makes an unauthorized transaction on your card or your balance is wrong, you have the right to dispute the error and get it investigated.14Consumer Financial Protection Bureau. FDIC insurance is less automatic than people assume. Funds on a prepaid card qualify for FDIC pass-through coverage up to $250,000 only if the bank’s records show the provider holds the funds as custodian for cardholders, the records identify you as the actual owner, and you own the deposits under the agreements between the parties. The card must also be registered with the issuer so the FDIC can identify you if the bank fails.16Federal Deposit Insurance Corporation. Prepaid Cards and Deposit Insurance Coverage Unregistered cards generally don’t qualify, which is a strong reason to register a prepaid card as soon as you buy it.
If a Deposit Goes to the Wrong Place
Entering the wrong routing or account number is the most common failure. If the receiving institution rejects the deposit because the number doesn’t match a valid account, the funds usually bounce back to the sender within a few business days, and your employer or the agency will either reissue the payment or ask you to correct your information. For IRS refunds, the IRS mails you a notice and issues a paper check.17Internal Revenue Service. Refund Inquiries
The harder situation is when the wrong number happens to belong to someone else’s account and the bank accepts the deposit. You then have to work with the financial institution to recover the funds. If five calendar days pass without resolution, you can file IRS Form 3911 to initiate a trace, which gives the IRS authority to contact the bank on your behalf. Banks have up to 90 days to respond, and full resolution can take up to 120 days. If the bank refuses to return the money, the IRS can’t force them, and the matter becomes a civil dispute between you and the account holder.17Internal Revenue Service. Refund Inquiries
Double-check every digit before you submit. Copy and paste from your app when you can rather than typing manually. If you catch an error before the deposit processes, call the IRS at 800-829-1040 for refunds, or your employer’s payroll department for wages, and ask them to stop or redirect the payment.
