First Responder Debt Relief: Loan Forgiveness and Home Discounts

Federal debt relief for first responders runs through a handful of programs built around public service employment: full forgiveness of federal Direct Loans after ten years through Public Service Loan Forgiveness, lower monthly payments through income-driven repayment, cancellation of older Perkins Loans over five years for law enforcement and firefighters, and a 50% discount on certain HUD homes through the Good Neighbor Next Door program. Each has its own eligibility rules, and missing one requirement can cost you the benefit entirely.

Public Service Loan Forgiveness

PSLF is the biggest number on the table. It cancels whatever remains on your federal Direct Loans after 120 qualifying monthly payments made while you work full-time for a qualifying employer.1Federal Student Aid. Student Loan Forgiveness For most first responders, the employer side is easy: government agencies at the federal, state, local, and tribal levels qualify automatically, and 501(c)(3) nonprofits do too. A municipal police department, a county fire district, or a nonprofit hospital all count.

Only federal Direct Loans are eligible. If you still carry Federal Family Education Loans or Perkins Loans, you have to consolidate them into a Direct Consolidation Loan before payments on those balances will count toward PSLF.2Federal Student Aid. Making the 120 Payments Count

The 120 payments technically don’t have to be made under an income-driven plan, but picking one is close to necessary. Stay on the standard 10-year schedule and you’ll pay the balance to zero in exactly 120 payments, leaving nothing to forgive. An income-driven plan sets your monthly payment based on income and family size, so a meaningful balance still exists when you hit payment 120. That leftover is what PSLF wipes out.

The payments don’t have to be consecutive. If you leave public service, the payments you’ve already made still count, and you can resume the count if you return to a qualifying job later.3Consumer Financial Protection Bureau. Income-Driven Repayment Plans

Even if PSLF is years away, an income-driven repayment plan can cut your federal student loan payment now. These plans reset your payment each year based on income and family size, and for first responders in lower-paying roles or expensive metros, the calculated payment can drop to zero.5Federal Student Aid. The plans currently available:

  • Income-Based Repayment (IBR): forgiveness after 20 years if you first borrowed after July 1, 2014, or 25 years if you borrowed earlier.
  • Pay As You Earn (PAYE): forgiveness after 20 years of qualifying payments.
  • Income-Contingent Repayment (ICR): forgiveness after 25 years, with payments set at the lower of an income-based amount or a 12-year fixed amount adjusted for income.

The SAVE plan, which replaced the older REPAYE plan, was blocked by a federal appeals court in early 2026 and is no longer available. Borrowers who were on SAVE need to switch to one of the plans above.5Federal Student Aid. Income-Driven Repayment Plans

If you’re pursuing PSLF, an income-driven plan is the vehicle that gets you there. If you leave public service before hitting 120 payments, these plans still offer their own forgiveness after 20 or 25 years. The tax treatment of those two outcomes is very different, which matters more than it sounds.

Perkins Loan Cancellation

Full-time law enforcement officers, corrections officers, and firefighters employed by a government agency can cancel up to 100% of a Federal Perkins Loan balance over five years of qualifying service.6Federal Student Aid. The Perkins program stopped issuing new loans after 2017, so this only helps borrowers who took Perkins Loans before that cutoff. If you have one, don’t consolidate it into a Direct Loan unless you specifically need PSLF, because consolidation ends Perkins-specific cancellation eligibility.

Taxes on Forgiven Student Loans

The tax rules changed at the start of 2026, and the difference is worth thousands of dollars depending on which forgiveness path you’re on.

Balances forgiven under PSLF are permanently excluded from taxable income, no matter how large.8Taxpayer Advocate Service. What to Know About Student Loan Forgiveness and Your Taxes Perkins cancellations for qualifying public service are also tax-free.

Income-driven repayment forgiveness is now different. The American Rescue Plan had excluded all student loan forgiveness from taxable income, but only through January 1, 2026. That provision has expired. If your IDR plan forgives a balance in 2026 or later, the IRS treats the forgiven amount as taxable income in that year. On a large balance, the bill can be serious. If you expect IDR forgiveness rather than PSLF, start setting money aside or adjust withholding as the forgiveness date gets closer.

Good Neighbor Next Door 50% Home Discount

HUD’s Good Neighbor Next Door program sells eligible HUD-owned homes in designated revitalization areas to qualified buyers at 50% off the list price.9U.S. Department of Housing and Urban Development. HUD Good Neighbor Next Door Program Full-time law enforcement officers, firefighters, and emergency medical technicians are eligible. (Pre-K through 12th grade teachers qualify too, but that’s outside the first responder category.)

The discount is structured as a “silent second” mortgage: you sign a second mortgage note for the discounted amount, but you owe no interest and make no payments on it. Live in the home as your primary residence for 36 months and the silent second is satisfied in full.10SAM.gov. Assistance Listing 14.198 – Good Neighbor Next Door Sales Program Sell the home or move out before the 36 months are up and HUD prorates repayment of the discount, so this is a real commitment rather than a paper deal.

Available homes are listed on HUD’s website. If more than one eligible buyer bids on the same property, HUD picks the winner by random lottery. Inventory is limited and concentrated in specific areas, so check listings regularly instead of waiting for something to appear near your station.

Other Housing Help

Many state and local governments run down payment grants, closing cost assistance, and reduced-rate mortgage programs aimed at first responders. Eligibility rules and benefit amounts vary widely, so check your state housing finance agency for what’s actually available where you live.

If you have military service, you may qualify for a VA home loan (no down payment, no private mortgage insurance) based on your service history rather than your civilian job. National Guard service generally requires at least 90 days of non-training active duty or six creditable years to qualify.11Veterans Affairs. Eligibility for VA Home Loan Programs

FHA-insured mortgages aren’t first-responder-specific, but they allow down payments as low as 3.5% and carry flexible credit requirements, and they can generally be combined with state or local down payment assistance.

Debt Beyond Federal Programs

Federal programs handle student loans and housing. Credit card balances, medical bills, and other consumer debts need different tools. A nonprofit credit counseling agency can set up a debt management plan that folds your unsecured debts into one monthly payment at interest rates negotiated with your creditors. Look for agencies accredited by the National Foundation for Credit Counseling or the Financial Counseling Association of America, and confirm the fee structure before you sign anything.

Many first responder unions and professional associations run emergency relief funds for members hit by injury, illness, or a family crisis. These are usually small grants or interest-free loans, and they’re underused mostly because people don’t know they exist. Ask your union representative or professional association what’s available before you need it.
