The exchange rate isn’t Venmo’s to set. Using the Venmo Credit Card Abroad

Cash is where the credit card gets expensive. If you need cash overseas, the debit card at its flat $2.50 is the far cheaper route.
Sending Money to Someone in Another Country
Venmo cannot send money to a person located outside the United States. Both sender and recipient must hold active U.S.-based Venmo accounts, and the system won’t process a transfer if either party falls outside that requirement.6Venmo. If you need to move money abroad, you’ll need a different service. Venmo’s parent company, PayPal, supports international transfers and currency conversion, though it applies its own fees and exchange rate markups. The right pick depends on the destination country, the amount, and how quickly the recipient needs the funds.
Using the Venmo App While You’re Overseas
Try to open Venmo from outside the United States and you’ll get an error message; you won’t be able to sign in.7Venmo. Some travelers try to get around this with a VPN that masks their location as a U.S. IP address. The practical version: while you’re traveling, don’t count on sending or receiving Venmo payments, checking your balance in the app, or adjusting account settings. Your debit and credit cards will still work at point-of-sale terminals and ATMs. The app features are off-limits until you get home.
