A soft inquiry is any review of your credit file for a reason other than deciding a new credit application. A card issuer checking whether to mail you a pre-approved offer is a soft pull. So is an insurer looking at your file to set a premium, an existing lender reviewing your account, a credit monitoring service pulling data to send you alerts, and you checking your own score. Who Can Still Access Your File While Frozen

  • Existing creditors reviewing your account for maintenance, monitoring, or credit-line decisions.
  • Companies sending prescreened credit or insurance offers.
  • Insurance underwriters checking your file to set premiums or evaluate applications.
  • Credit monitoring services you’ve signed up for.
  • You, requesting your own report or score.
  • Employers, landlords, and other parties running background or tenant screening.
  • Companies verifying your identity for non-credit reasons, such as opening a bank account or activating a phone plan.

Because these exceptions are federal, they apply the same way at all three major bureaus. You don’t have to activate anything or notify the bureau. The access is built in.

When You Actually Do Need to Lift the Freeze

Soft pulls pass through, but hard pulls do not. If you apply for a new credit card, auto loan, mortgage, or personal loan, the lender needs your full report and the freeze will block that request. A few situations sit in a gray zone because they sometimes trigger a hard pull. Renting a new apartment often does, since many landlords run a full credit check. So do some utility setups and some new bank account openings, depending on the provider’s verification process. If you’re not sure which kind of check a company will run, ask before you apply. If it’s a hard pull, you’ll need to thaw or remove the freeze at the bureau the company uses; if it’s a soft pull, the freeze stays put and the check goes through anyway.
