A census tract mortgage program is a home loan, typically HomeReady or Home Possible, that offers reduced costs and looser qualification rules when the property sits in a census tract the federal government classifies as low-to-moderate income. The location does most of the work: if the address qualifies, you can put as little as 3% down, pay less for mortgage insurance, and often stack a down payment grant or federal tax credit on top. You still need to meet income, credit, and occupancy requirements, but the property’s tract designation is the trigger that opens the door.
How to Check Whether a Property Qualifies
A census tract is a small geographic unit drawn by the U.S. Census Bureau, usually covering 1,200 to 8,000 people. Lenders label a tract “low-to-moderate income” (LMI) when its median family income is below 80% of the area median income for the surrounding metro area. Anything below 50% of AMI is “low income”; 50% to 80% is “moderate income.”1Federal Housing Finance Agency. Underserved Areas Data
You don’t need to be looking at a visibly distressed neighborhood. Plenty of LMI tracts are stable working-class areas where incomes simply trail the regional average, and tracts move in and out of LMI status as demographics change.
Two free tools tell you a property’s status. The FFIEC Geocoding/Mapping System at geomap.ffiec.gov is what mortgage lenders use themselves: enter an address, and it returns the tract number, its income classification, and whether it qualifies as LMI. The U.S. Census Bureau geocoder at geocoding.geo.census.gov also maps addresses to tracts but doesn’t label the income level directly. Run any home you’re serious about through the FFIEC tool before you plan around it.

Smaller Down Payment

Down Payment Assistance
Many state and local housing finance agencies tie assistance directly to property location. Buy in an LMI tract and you may qualify for grants or forgivable second mortgages that cover part or all of your down payment. Structures vary: some provide a flat amount, others a percentage of the purchase price. A common arrangement is a zero-interest second mortgage forgiven after 36 consecutive on-time payments on the first mortgage, though some programs use five- or ten-year forgiveness windows. Sell or refinance early and you typically owe the remaining balance.
Reduced Mortgage Insurance
Conventional loans require private mortgage insurance whenever your down payment is below 20%. HomeReady doesn’t eliminate that, but it reduces how much coverage the insurer must carry, which lowers your monthly premium. Subsidized Interest Rates

Rate breaks aren’t universal, so compare offers from multiple participating lenders.
Mortgage Credit Certificates
An MCC, issued by state housing finance agencies, turns a portion of your annual mortgage interest into a dollar-for-dollar federal tax credit. The credit is typically 20% to 40% of the interest you pay each year, capped at $2,000. You can adjust your withholding to feel the benefit monthly rather than at tax time. Closing Cost Credits
Participating lenders sometimes absorb part of your closing costs through lender credits that offset appraisal, title, or origination fees. Size and availability depend on the lender.
Who Qualifies as a Borrower
The tract gets you in the door. You still need to clear borrower-level requirements.
Income Limits
Most census tract programs cap household income at 80% of the area median income where the property is located.1Federal Housing Finance Agency. Income verification is thorough. Expect recent pay stubs, W-2s, and full tax returns for every earner in the household. Lenders count all household income, not just the income of borrowers on the loan, so a working adult who lives in the home but isn’t on the mortgage can still push you over the cap.
Credit Score
HomeReady accepts scores as low as 620.2Federal Deposit Insurance Corporation. Affordable Mortgage Lending Guide – Fannie Mae HomeReady Mortgage A lower score inside that range won’t lock you out, but it will push your rate up within the program’s subsidized range.
Occupancy and Property Type
These loans are for people who plan to live in the home. You must occupy the property as your primary residence, typically within 60 days of closing. Investment properties and vacation homes are out.
Eligible property types generally include single-family homes, condominiums, townhomes, and two- to four-unit properties as long as you live in one unit.2Federal Deposit Insurance Corporation. Homebuyer Education
If every borrower on the loan is a first-time buyer, at least one of you must complete a homeownership education course before closing.7Fannie Mae. HomeReady Mortgage Fannie Mae’s free online HomeView course satisfies the requirement, as do courses from HUD-approved counseling agencies. It takes a few hours and it’s not something your lender can waive.

Fannie Mae HomeReady
The flagship. Three percent down, 620 minimum credit score, reduced mortgage insurance, and no income cap in low-income tracts.2Federal Deposit Insurance Corporation. Affordable Mortgage Lending Guide – Fannie Mae HomeReady Mortgage HomeReady also allows nontraditional credit for borrowers without conventional scores and lets boarder income (rent from a roommate) count toward qualification.
Freddie Mac Home Possible
Home Possible mirrors most of HomeReady’s features: 3% minimum down, 80% AMI cap.3Freddie Mac. Home Possible Lenders who sell to Freddie Mac rather than Fannie Mae will steer you here. For most borrowers the choice comes down to which product your lender offers.
A Note on FHA Revitalization Areas
The FHA runs separate programs targeting HUD-designated revitalization areas, mostly through discounted sales of HUD-owned foreclosed properties to local governments, nonprofits, and certain individual buyers via the Asset Control Area program.8U.S. Department of Housing and Urban Development. FHA Revitalization Area Sales Programs These apply only to specific HUD-owned homes, not to any home in a qualifying census tract, so they’re a different tool from HomeReady or Home Possible.
Finding a Lender and Applying
The biggest practical hurdle is finding a lender who actively originates these loans. Not every bank or mortgage company participates, and enthusiasm varies among those that do. Start with local banks and credit unions, which tend to have the strongest CRA incentive in their immediate service areas. Your state housing finance agency’s website will also list approved lenders for down payment assistance and MCC programs. Smaller online lenders with no physical branches may not offer these products at all.
The application itself resembles a standard mortgage with a few extras. You’ll submit the usual income, asset, and credit documents. The underwriter verifies the tract classification through FFIEC and confirms you meet the program’s income and occupancy rules. If you’re stacking down payment assistance or an MCC, the lender has to coordinate with the housing finance agency to secure and document the subsidy, so budget an extra two to four weeks beyond the typical 30- to 45-day closing window. The most common cause of delay isn’t the paperwork itself but borrowers being slow to return it.
Strings Attached: Repayment and Recapture
The savings come with obligations that can surprise you years after closing.
Federal Mortgage Subsidy Recapture
If your mortgage was funded through a tax-exempt bond or you received an MCC, selling within nine years can trigger a federal recapture tax. The IRS treats the below-market rate or MCC benefit as a federal mortgage subsidy and can claim part of it back at sale.9Internal Revenue Service. Instructions for Form 8828 How much depends on how long you held the home, how much your income rose since purchase, and whether you sold at a gain. You report it on IRS Form 8828.
Recapture doesn’t apply if you transfer the home to a spouse in a divorce, if the home is destroyed by a casualty and you rebuild on the same site, or if you held it more than nine years.9Internal Revenue Service. Instructions for Form 8828 Refinancing alone doesn’t trigger recapture, but the nine-year clock keeps running: refinance into a conventional loan in year three and sell in year seven, and you still owe on the original subsidy.
Down Payment Assistance If You Leave Early
Forgivable down payment assistance requires you to stay in the home for the full forgiveness period. Sell, refinance, or move out early and the remaining balance comes due. Some programs prorate the forgiveness; others require full repayment if you leave even a month short. Read the DPA agreement carefully before closing. If there’s a realistic chance you’ll move within five years, a program with a ten-year forgiveness window may cost you more than it saves.
Down Payment Assistance and Taxes
DPA is generally not counted as gross income for federal tax purposes, so you won’t owe income tax on the grant itself. If the assistance came from a seller-funded program, though, you have to reduce the home’s cost basis by the amount received, which can increase your capital gains tax if you later sell at a profit.10Internal Revenue Service.
