You can get a loan without a Social Security Number by using an Individual Taxpayer Identification Number, or ITIN, issued by the IRS. Personal loans, mortgages, auto loans, and even SBA-backed small business loans are available to ITIN borrowers through credit unions, community banks, community development financial institutions, and some fintech lenders. Expect more paperwork, higher interest rates, and larger down payments than a borrower with an SSN would see.
Start With an ITIN
An ITIN is a nine-digit number the IRS issues to people who need to file federal taxes but are not eligible for an SSN. It uses the same format as a Social Security Number, so lenders can run it through their standard application systems. The IRS is clear that an ITIN exists for tax purposes only: it does not authorize work, change immigration status, or qualify anyone for Social Security benefits.1Internal Revenue Service. Individual Taxpayer Identification Number (ITIN) For borrowing, though, it does the job.
You apply by filing IRS Form W-7 with a federal tax return and documents proving identity and foreign status.2Internal Revenue Service. About Form W-7, Application for IRS Individual Taxpayer Identification Number A valid passport stands alone; anything else means at least two documents from the IRS list of 13 accepted items, such as a birth certificate, national ID card, or foreign driver’s license.3Internal Revenue Service. Instructions for Form W-7 Processing runs about seven weeks, stretching to nine or eleven weeks during peak filing season (January 15 through April 30) or from overseas.4Internal Revenue Service. If you don’t want to mail your original passport to the IRS, an alternative is a Certified Acceptance Agent. These are IRS-authorized tax professionals who verify your documents in person and submit the application for you; the IRS has a searchable directory.5Internal Revenue Service. One thing to watch: an ITIN expires if you don’t use it on a federal tax return for three consecutive years.7Internal Revenue Service. How to Renew an ITIN A lapsed number that fails IRS verification will stall a loan application, and renewal uses the same Form W-7 with the same processing timeline. File a return every year and the number stays active.
Loans You Can Actually Get
The ITIN opens the door to several loan categories. Availability and terms vary by lender, but the products themselves exist.
Personal Loans
Unsecured personal loans are offered by credit unions, community banks, and some online lenders that accept ITIN applicants. With no collateral, these lenders rely heavily on income verification and banking history, so expect to hand over several months of bank statements and proof of steady income. Rates run higher than for SSN borrowers because the lender’s window into your credit history is narrower.
Mortgages
ITIN mortgages come mostly from credit unions, community development financial institutions, and some regional banks. Most are portfolio loans, meaning the lender keeps them on its own books rather than selling them to a government-sponsored entity. That structure is part of why rates on ITIN mortgages tend to run 0.5 to 2 percentage points above comparable conventional rates.8Urban Institute. ITIN Mortgages – Barriers and Opportunities to Advance Latino Homeownership Down payments generally range from 10% to 20%, versus as little as 3% on some conventional loans.
There is movement here. Fannie Mae’s selling guide now states that each borrower needs a valid SSN or an ITIN to meet general eligibility requirements.9Fannie Mae. General Borrower Eligibility Requirements That opens conventional conforming loans to ITIN holders in principle, which could bring lower rates than portfolio products. You still have to meet all of Fannie Mae’s income, documentation, and credit standards, and your lender has to be willing to write the loan.
Auto Loans
Auto financing is available to ITIN holders through certain lenders, including fintech companies that specialize in borrowers without traditional U.S. credit files. Requirements track the other products: valid ITIN, proof of income, proof of U.S. residency, a state-issued ID or driver’s license, and a down payment that depends on the vehicle and your finances.
Small Business Loans
SBA loan programs allow lenders to enter an ITIN as the tax identification number for nonresident borrowers in the SBA’s electronic loan processing system.10Capital Access Financial Systems – SBA. E-Tran Lender Training Every principal owner with 20% or more equity has to provide a tax identification number, and SBA-participating lenders set their own policies on ITIN applicants. Expect to shop harder for a willing lender than you would for other loan types.
Where to Look for a Lender
Credit unions are usually the easiest first stop. Community-based charters and member-focused missions give them more underwriting flexibility than large national banks, and many treat ITIN borrowers as an underserved segment they actively want to reach. Community development financial institutions play a similar role, especially for mortgages.
Fintech and specialized online lenders are the other main path. Some use alternative underwriting that leans on bank account cash flow, deposit patterns, and payment history rather than traditional credit bureau scores. The Federal Reserve has noted that this kind of financial alternative data offers meaningful insight into ability to repay for borrowers with no score or a thin file.11Board of Governors of the Federal Reserve System. Some national and regional banks also offer credit products to ITIN holders, though these programs are often unadvertised. Walking into a branch or calling a loan officer directly gets you further than searching the website.
Documents to Have Ready
Applying without an SSN takes more paperwork than a standard application. Pull these together before you start:
- Identity: your ITIN assignment letter from the IRS and a valid foreign passport with any applicable visa pages. Some lenders also accept a national ID card or consular identification card with a photograph.
- Income: three to six months of bank statements showing regular deposits, plus recent pay stubs. If you are self-employed, bring the last two years of filed federal tax returns.
- Residency: a current utility bill, signed lease, or official government correspondence showing your name and U.S. address.
On the application itself, enter your nine-digit ITIN in the field marked for a Social Security Number. The format is identical and most systems accept it. Make sure the name on your application matches your ITIN letter and passport exactly, character for character. Small mismatches in spelling or date of birth can trip automated rejections.
What to Expect After You Apply
Because a traditional credit bureau file may not exist for you, underwriters often build their picture from alternative data: rent payment history, utility and insurance payments, and bank account activity. That review takes longer than an SSN-based one, and a loan officer may follow up about specific transactions in your statements. Once approved, you get a disclosure agreement laying out the rate, repayment schedule, and fees.
Your Legal Protections, and Their Limits
The Equal Credit Opportunity Act prohibits any lender from discriminating against a credit applicant based on race, color, religion, national origin, sex, marital status, or age.12Office of the Law Revision Counsel. 15 USC 1691 – Scope of Prohibition Those protections apply no matter your immigration status.
Immigration status itself, however, is not a protected category. In January 2026, the Consumer Financial Protection Bureau and the Department of Justice withdrew a 2023 joint statement that had cautioned lenders against using immigration status in credit decisions. The agencies said the Equal Credit Opportunity Act and Regulation B permit lenders to consider immigration or citizenship status when assessing creditworthiness, protecting their rights to repayment, or complying with other laws.13Consumer Financial Protection Bureau. In practice a lender can ask about your visa type, its expiration date, and your authorization to remain in the country, and can factor those answers into its decision. What a lender cannot do is use immigration status as a pretext to discriminate based on national origin or race. If you believe a denial was discriminatory, you can file a complaint with the Consumer Financial Protection Bureau.
Build Credit So the Next Loan Costs Less
Your long-term borrowing costs drop once you have a domestic credit history. Credit bureaus don’t rely solely on SSNs to match accounts; they also use name, address history, and date of birth. If a lender reports your account to the bureaus, it should show up on your file even without an SSN.
A secured credit card is one of the simplest starting points. You put down a refundable deposit, often around $200, that becomes your credit limit, and your on-time payments get reported to the bureaus. Over time that record makes you eligible for better terms on future loans. To apply you’ll need your legal name, mailing address, date of birth, and proof of income.
If you have an established credit history from another country, services exist that translate international credit reports into a format U.S. lenders can read. They pull data from bureaus in more than 20 countries and convert it into an equivalent U.S. score, payment history, and risk profile. That translation can matter most for a mortgage application, where a longer track record improves your odds.
