Yes, undocumented immigrants can open a bank account at most U.S. banks and credit unions. Federal banking rules require financial institutions to verify who you are, not whether you have legal immigration status, and the regulations explicitly allow identification numbers other than a Social Security Number. Why Immigration Status Isn’t the Barrier

Citizenship isn’t on that list. Neither is a visa, a green card, or any other immigration document. Current regulations do not require banks to verify or document a customer’s citizenship status as part of the CIP process. The framework is built around confirming identity, and that is why accounts are accessible regardless of immigration status.
Identification That Works

Individual Taxpayer Identification Number
An ITIN is a nine-digit number the IRS issues to people who need a taxpayer ID for federal tax purposes but aren’t eligible for a Social Security Number.4Internal Revenue Service. Foreign Passport
A current, unexpired foreign passport is the most universally accepted photo ID. Matrícula Consular and Similar Consular IDs
The Matrícula Consular is an ID card issued by Mexican consulates to nationals living abroad, and other countries issue similar cards. The U.S. Treasury Department has stated that its CIP regulations “neither endorse nor prohibit” acceptance of the Matrícula Consular, leaving the choice to each bank’s risk assessment.5Congressional Research Service. Proof of Address
Banks also verify a physical address. Utility bills, phone bills, employer pay stubs, and statements from another financial institution are commonly accepted. A lease agreement works at some banks and not others. If one document is refused, ask the branch exactly what it accepts before assuming you’ve hit a dead end.
How To Get an ITIN
If you don’t already have one, applying takes some planning. You submit IRS Form W-7, and in most cases you attach it to a U.S. federal tax return.6Internal Revenue Service. You’ll also send original documents, or certified copies from the issuing agency, to prove identity and foreign status. A passport is the only standalone document the IRS accepts. Processing runs about seven weeks under normal conditions, and nine to eleven weeks if you file between mid-January and April 30 or from overseas. Because you’re mailing originals, many people prefer to apply in person at an IRS Taxpayer Assistance Center or through an IRS-authorized Certifying Acceptance Agent, who can verify your documents on the spot.
Where To Open the Account
Several of the largest banks accept ITINs for checking and savings accounts at the corporate policy level. Experience can still vary by branch. A banker who hasn’t handled an ITIN account before may say it can’t be done. When that happens, ask for a manager or try another location of the same bank. Corporate policy is what governs.
Credit unions are often the more welcoming option, especially those carrying the Juntos Avanzamos designation. To earn that designation, a credit union must accept alternative forms of ID for customers without U.S.-issued identification. Staff at these credit unions tend to be experienced with ITIN holders. What To Expect at the Branch

Bring your ITIN confirmation letter, or your passport if you don’t yet have an ITIN. Bring a second form of ID if you have one, and at least one proof-of-address document. Basic checking accounts usually require a small opening deposit, typically $25 or less. Monthly maintenance fees on basic accounts range from nothing to about $15, and many banks waive the fee if you keep a minimum balance or set up direct deposit.
If English isn’t your first language, ask about interpreter services. Bank of America offers language assistance in over 200 languages at its financial centers, and other large banks offer similar services, with availability varying by location.
Privacy and What the Bank Can Share
The Right to Financial Privacy Act bars government agencies from accessing your bank records unless the bank receives a written certification that the agency has met one of five legal mechanisms: your authorization, an administrative subpoena, a search warrant, a judicial subpoena, or a formal written request that meets specific statutory requirements.8Office of the Law Revision Counsel. 12 USC Ch. 35: Right to Financial Privacy A bank cannot hand your account records to an immigration agency that walks in and asks.
Banks do file certain reports under the Bank Secrecy Act. Cash deposits or withdrawals over $10,000 in a single day trigger a Currency Transaction Report. Activity a bank employee finds suspicious can trigger a Suspicious Activity Report. These reports go to FinCEN, a Treasury bureau focused on financial crimes, not to immigration enforcement. Your immigration status by itself doesn’t trigger any of this reporting.
FDIC Coverage
Deposits at FDIC-insured banks are protected up to $250,000 per depositor, per institution. You don’t need to be a citizen or resident to qualify. Credit union deposits get equivalent protection through the National Credit Union Administration.
Building Credit After the Account Is Open
A checking or savings account is a starting point, not a ceiling. Personal loans and unsecured credit cards are harder to get without an SSN and an established credit history, but there are ways in.
A secured credit card is usually the most accessible first step. It requires a cash deposit that becomes your credit limit, so a $500 deposit gives you a $500 line. That deposit reduces the issuer’s risk, which is why secured cards are available to people with no credit history at all. Several issuers accept ITINs.
The method is simple: small purchases, paid in full each month. On-time payments get reported to the credit bureaus and build a file under your ITIN. After six to twelve months of consistent payments, you may qualify for a regular unsecured card, and from there the process works the same as for anyone else.
ITIN-based loans exist at some credit unions and community lenders, but the bar is higher. Expect at least two years of employment history, tax returns, and often a 15 to 25 percent down payment on larger loans. A credit score above 640 is a common minimum.
Tax on Account Interest
Interest earned on a savings account has tax consequences.
