Can I Get a Credit Card Without an SSN or ITIN?

You can get a credit card without a Social Security Number by applying with an Individual Taxpayer Identification Number, or ITIN, issued by the IRS. Many U.S. banks and credit unions accept ITINs on credit card applications, which gives non-citizens a workable path to borrow and build a U.S. credit history. The steps are straightforward: get an ITIN if you don’t already have one, gather proof of address and income, and pick a card that matches your credit profile.

Why an ITIN Works in Place of an SSN

An ITIN is a nine-digit number the IRS issues to people who need a U.S. taxpayer identification number but are not eligible for an SSN. It always starts with a “9” and follows the same format as a Social Security Number.1Internal Revenue Service. Banks accept it anyway because of a separate rule. Under Section 326 of the USA PATRIOT Act, every financial institution has to verify each customer’s identity, and the implementing regulation requires them to collect a name, date of birth, address, and a taxpayer identification number — a category that includes an ITIN.3eCFR. 31 CFR 1020.220 – Customer Identification Program Requirements for Banks An ITIN checks the box the bank needs checked.

How to Get an ITIN

You apply by filing Form W-7 with the IRS.4Internal Revenue Service. About Form W-7, Application for IRS Individual Taxpayer Identification Number The form asks for your legal name, mailing address, any foreign tax ID number, and the reason you need an ITIN, such as being a nonresident alien required to file a U.S. tax return.5Internal Revenue Service. A valid, unexpired passport is the simplest supporting document because it’s the only one the IRS will accept on its own. Without a passport, you need at least two documents from the IRS’s approved list, and they must be originals or certified copies from the issuing agency. Accepted documents include:

  • A civil birth certificate
  • A foreign voter registration card
  • A national identification card showing your name, photo, address, date of birth, and an expiration date
  • A foreign driver’s license
  • A U.S. or foreign military identification card

You can mail the completed W-7, your documents, and any required tax return to the IRS ITIN Operation in Austin, Texas. If you don’t want to send original documents through the mail, a Certifying Acceptance Agent can review your originals in person and forward certified copies to the IRS on your behalf.5Internal Revenue Service. Plan on about seven weeks for processing. Applications filed during tax season (January 15 through April 30) or from outside the United States can take nine to eleven weeks.6Internal Revenue Service. How to Apply for an ITIN The IRS itself charges no fee to issue an ITIN, but you may pay for supporting materials. Certified copies of a birth certificate typically run $10 to $34 depending on the issuing jurisdiction, certified translations of non-English documents generally cost around $20 to $43 per page, and Certifying Acceptance Agents set their own service fees.

Applying for the Card

Once your ITIN is in hand, the application looks much like anyone else’s. You’ll need a verifiable U.S. residential address, since the issuer uses it to confirm where you live and to mail the physical card. A utility bill, a lease, or a bank statement in your name usually does the job.

You also have to show you can afford payments. Federal law prohibits an issuer from opening a credit card account without considering your ability to make the required minimum payments based on your income or assets and current debts.7Office of the Law Revision Counsel. 15 USC 1665e – Consideration of Ability to Repay Have any of the following ready:

  • Recent pay stubs
  • Bank statements showing regular deposits
  • Prior-year tax returns
  • An employment offer letter

On the form itself, enter your ITIN in the field labeled for a Social Security Number. Some applications label the field “SSN or ITIN” or offer a dropdown for identification type. Match the name and number to your IRS records exactly. A single wrong digit or a spelling difference can trigger an automatic rejection.

Secured or Unsecured

If you have little or no U.S. credit history, a secured card is usually the realistic starting point. You put down a cash deposit, generally equal to your credit limit, and the issuer reports your payments to the credit bureaus so a track record builds. A $500 deposit gets you a $500 line.

Unsecured cards skip the deposit but are harder to qualify for without an existing credit file. Some issuers evaluate ITIN applicants using alternative data — banking history, verified income, and bill payment patterns — instead of a credit score alone. If you’ve been banking in the U.S. for a while with steady deposits, an unsecured card may be in reach. Several large national banks and credit unions accept ITIN applications for both secured and unsecured products, though specific card lineups change frequently, so it’s worth asking each issuer directly before you apply.

If You’re Denied

Federal law requires the lender to tell you why. Under the Equal Credit Opportunity Act, a creditor taking adverse action has to give you a statement of the specific reasons within 30 days of receiving your completed application.8Office of the Law Revision Counsel. 15 USC 1691 – Scope of Prohibition If the decision relied on your credit report, the Fair Credit Reporting Act separately requires the lender to name the reporting agency and inform you of your right to a free copy of that report within 60 days.9Office of the Law Revision Counsel. 15 USC 1681m – Requirements on Users of Consumer Reports

A denial isn’t always final. Most issuers have a reconsideration line, usually printed on the denial letter, and calling it doesn’t trigger another hard inquiry. Common fixable reasons include a frozen credit report, a typo on the application, or missing income documentation.

Building Credit After Approval

Credit bureaus don’t require an SSN to open a credit file. They match records using name, date of birth, and address, so account activity reported under your ITIN still attaches to your file.

It generally takes three to six months of reported activity before you have enough history to generate a credit score. During that window, two habits matter most: pay the bill on time every month, and keep your balance well below the credit limit. Payment history and credit utilization carry the most weight in scoring. After a stretch of clean payments on a secured card, you can ask for a credit limit increase or apply for an unsecured card with better terms.

Keeping Your ITIN Active

An ITIN expires if you don’t use it on a federal tax return for three consecutive tax years. It lapses on December 31 of that third year. An expired ITIN won’t automatically close your credit card, but filing your taxes each year is the simplest way to avoid trouble. If it does expire, you renew it with a new Form W-7, checking the “Renew an existing ITIN” box and providing updated supporting documents. The renewal follows the same process and timelines as the original application.10Internal Revenue Service. How to Renew an ITIN

If you later become eligible for an SSN, you have to stop using the ITIN for tax purposes and notify the IRS so they can combine your records under the new number. You can visit a local IRS office or send a letter to the IRS in Austin that includes your name, mailing address, ITIN, a copy of your Social Security card, and a copy of the ITIN assignment notice (CP 565) if you still have it. The IRS will void the ITIN and link your prior tax records to the SSN.11Internal Revenue Service. Additional ITIN Information Your credit history should follow you because the bureaus key on name, date of birth, and address rather than the tax number alone, but it’s worth contacting Equifax, Experian, and TransUnion to update your file with the new SSN so nothing gets stranded.
