What Counts as Significantly Not as Described
PayPal treats an item as significantly not as described when it’s materially different from the listing. Situations that qualify include:2PayPal. PayPal’s Purchase Protection Program
- You received a completely different item than what you ordered.
- The seller listed it as new, but it arrived used or refurbished.
- The item was sold as authentic and turned out to be counterfeit.
- Key parts or features were missing and weren’t disclosed.
- You paid for multiple items but only some showed up.
- The item arrived damaged in transit and is unusable.
Buyer’s remorse won’t qualify, and neither will minor wear on something the seller honestly listed as used. Save the invoice description, listing photos, and every message with the seller. That’s your evidence if the transaction goes sideways.
What Seller Protection Covers
Sellers who invoice through PayPal are shielded against two specific risks: a buyer claiming the item never arrived, and an unauthorized transaction chargeback. To qualify, you have to meet all of these:5PayPal. PayPal’s Seller Protection Program
- Your primary PayPal address is in the United States.
- You ship to the address on the Transaction Details page, not one the buyer sends separately.
- You have tracking from a shipping company showing the date and delivery address.
- You respond to PayPal’s documentation requests within about ten business days.
For any order totaling more than $750 including shipping and tax, tracking alone isn’t enough. You need signature confirmation of delivery.6PayPal. If You Sell Digital Goods or Services
Digital sellers can still qualify, but shipping tracking obviously isn’t available. Instead, you need compelling evidence of delivery: system logs with the send date, the recipient’s email or IP address, or records showing the buyer accessed or downloaded the product.5PayPal. What’s Never Protected

- Real estate, residential or commercial.
- Vehicles including cars, motorcycles, RVs, aircraft, and boats. Personally portable items like bicycles and hoverboards are still covered.
- Industrial machinery for manufacturing.
- Cash equivalents like gift cards, prepaid cards, and stored-value items.
- Donations to nonprofits, crowdfunding, or crowdlending.
- Wholly or partly custom-made items, for significantly-not-as-described claims. An item-not-received claim can still apply.
- Any payment sent as Friends and Family.

Filing a Dispute on an Invoice
If a transaction goes wrong, pull together the Transaction ID from your account activity, photos of anything damaged or incorrect, and copies of every message between you and the other party. How the Claim Process Moves
After you file, you and the seller have up to 20 days to work it out. If nobody escalates to a formal claim inside that window, PayPal closes the dispute, and a closed dispute can’t be reopened.7PayPal. Appealing a Decision
Decisions are generally final, but an appeal is possible if you have new information the original review didn’t see. Appeals that just express disagreement, without new evidence, are denied. A claim can be appealed up to two times.
Fake Invoices Sent Through PayPal
Scammers send fraudulent invoices through PayPal’s own system, which makes them look real. They usually bill for something you never ordered and include a note pushing you to call a fake customer service number.12PayPal. Don’t pay a suspicious invoice, and don’t call any number printed inside it. Report it from your Activity page: select the invoice and choose the report option.13PayPal.
